25 centimos de peso fuerte

The first overprinted stamps of the Philippines were the HABILITADO POR LA NACION issue of 1868. (There is a period after NACION.)

Base stamps were the 1864 Queen Isabella II issue.

My dictionary translates the overprint to "Authorized for the Nation (or Country)". It refers to the change in the form government of Spain -- from monarchy to revolutionary.

Interestingly, this overprint was also used in later years on older and older issues!

Not shown above is the 12 4/8 centimos de peso fuerte value.
