The first souvenir sheet of the Republic era was issued on November 8, 1947 for the National Philatelic Exhibition (Napex).
Napex was held at Manila from November 28-30, 1947. It was sponsored by the Philippine Philatelic Club.

The four 1-centavo stamps, same design as the Manuel L. Quezon issue of May 1, are imperforate.
Printing flaws:
One or two green dots in different positions.

Each one of the four 1-centavo stamps could be used as postage on mail at that time, just scissor the souvenir sheet in quarters!
