The first booklet issued during the Republic era was released on August 19, 1949 featuring Dr. Jose Rizal.

Each booklet contained 4 panes of six stamps. Each pane was imperforate on the left, bottom and right edges with a blank tab on top. The 4 panes were bound into a booklet with covers, and glassine interleaves between the panes, by two staples at the top. The printed front cover stated the price (50 centavos) and the following note about stamp collecting:
"Stamp collecting is a hobby that will make one at home in the world. Through it one can converse with great minds, note high ideals, see scenic wonders, and be acquainted with the nations' grand old traditions as well as their prevailing culture."
