It says SOUTH so this must have been on mail from Manila to Legaspi, or a way station in between. (If NORTH then it would have been on the train from Legaspi to Manila.)

Pigcawayan

The year 2004 in this Pigcawayan Post Office cancel extends beyond the circle!
And notice the different positions of the dates on the two cancellations. So, my guess is that this postmark was struck twice, first for the DISPATCHED cancel and then for the date.
Pigcawayan is a municipality in Cotabato (also known as North Cotabato) province.

Basa Air Base

Basa Air Base in Floridablanca, Pampanga is named in honor of Lt. Cesar Fernando Basa, a fighter pilot who was killed in aerial combat against the Japanese during the Second World War.

There used to be a post office there.
