It wasn't until 1926 when the post office during the American administration began issuing official stamps, but in 1905 permission was granted to overprint stamps for use on official mail.
Some of the pre-1926 stamps were handstamped with O.B. (top stamp), which stood for official business, or with OFFICIAL (bottom stamp).
