foreign cancel?

This cancellation doesn't look like a Spanish-Philippine postmark.

 Do you know what is it?

    It is a bogus cancel believed to be of Portugese Origin. The outer circle reads EXPEDICION / CTES and the date in the centre is '31 May 94' which is consistent on all examples.
