House of Questa 'souvenir sheet'

This is a souvenir for Aseanpex '96 made by the security printers The House of Questa from Great Britain.

Questa was reportedly lobbying for production of a philatelic product by the Philippine Postal Corporation. Two years later, it made the 1998 Philippine Centennial prestige booklets.
