For the se-tenant block of four P1 stamps, Dr. Ngo says that in the Type II printing "1991" was moved away from the left vertical perforations, so it's no longer below the edge of the twig but clearly to the right of it; "P1" was moved away from the left vertical perforations; and "PILIPINAS" was moved slightly away from the right vertical perforations, making it closer to "1991".
