Dr. Ngo notes the following about the Type II printing:"1991" was enlarged and set higher and more to the left; the name of the flower was moved slightly lower and away from the right vertical perforations; "75s" was moved slightly lower and away from the left vertical perforations; and "PILIPINAS" was moved upwards and away from the left vertical perforations, so it's much closer to the larger date (1991).
