My second EFO discovery this year.
The 6s Rizal in barong definitive overprinted in 1966 has the overprint shifted to the left and, what's more, it is in orange instead of red. I have a few copies of this orange ink variety.
Base stamp was issued in 1964.
This is unrecorded in the IPPS EFO catalog.
